ABSTRACT

Public tender have their first records in China around 2,300 B. C. Practiced by several countries, they are considered a fair form of admission based on meritocracy. The responsibility of the public position is directly proportional to the difficulty of the competition and the salary offered. However, in the political environment, which deals with the development of society, nothing is required; meritocracy, which in this case should be more demanding, does not exist and has been replaced by current Electoral Systems that annihilate any possibility of evaluating a politician’s knowledge. That’s why there are unprepared politicians who stumble over their languages, are unaware of social issues, don’t know how to perform simple economic analysis and make absurd statements. They are the ones responsible for running a society, the same ones who issue public exams to their population, but none of this is charged to them. This study aims to present the minimum that should be required for a politician to assume any position in the executive or legislative, where the higher the position, the greater the requirement, the greater the meritocracy. This could be shortened if there were relevant social works during its existence, which would present a natural empathy with society and its population. Regardless of this, every politician must have the means to demonstrate the minimum knowledge necessary to lead a society well.
